<p><strong><a href="http://www.cheapjerseyspopular.com">jersey</a></strong> New Jersey reached a deal to obtain
almost $92 million for its general fund by pledging the
remainder of its revenue from the national tobacco settlement to
investors. The bolstered payment pledge made trading prices on
bonds linked to the agreement more than triple from March 3. </p>
<p><strong><a href="http://www.cheapjerseyspopular.com">jersey</a></strong> Investors received a promise of payments that New Jersey
gets from the 1998 46-state compact with tobacco companies for
2017 through 2023, Christopher Santarelli, a spokesman for state
Treasurer Andrew Sidamon-Eristoff, wrote today in an e-mail. The
deal was reported yesterday on the Wall Street Journal’s
website. </p>
<p><strong><a href="http://www.cheapjerseyspopular.com">jersey</a></strong> Most tobacco bonds assessed by rating companies are rated
speculative grade because the decline in smoking across the U.S.
threatens full and timely repayment of the debt. New Jersey’s
tobacco debt is rated CCC+ by Standard & Poor’s , seven steps
below investment grade. The deal included a 10-step rating
increase, to an investment grade A-, according to Santarelli. </p>
<p><strong><a href="http://www.cheapjerseyspopular.com">jersey</a></strong> New Jersey had been using about 76 percent of the money it
got from the settlement to repay investors in tobacco bonds. In
the new deal, it promises the rest, Santarelli said. </p>
<p><strong><a href="http://www.cheapjerseyspopular.com">jersey</a></strong> The state, in return, received $96 million. After issuance
costs, New Jersey netted $91.6 million to use toward expenses
through the fiscal year that ends June 30, Santarelli said. </p>
Triple Value
<p><strong><a href="http://www.cheapjerseyspopular.com">jersey</a></strong> The price of zero-coupon bonds issued by New Jersey’s
Tobacco Settlement Financing Corp. that mature in June 2041 more
than tripled within a week. The debt traded on March 7 at an
average of 10.7 cents on the dollar, up from about 3 cents on
March 3, data compiled by Bloomberg show. </p>
<p>OppenheimerFunds Inc., Goldman Sachs Group Inc. and
Columbia Management Investment Advisors are among the largest
owners of the zero-coupon tobacco bonds, Bloomberg data show. </p>
<p>Zero-coupon bonds are bought at low dollar prices because
the borrower doesn’t pay interest to investors during the life
of the securities. Instead buyers receive a payment at maturity
-- in New Jersey’s case, 2041 -- equal to the face value. </p>
<p>Under a 1998 national settlement, Philip Morris USA ,
Lorillard Inc. and Reynolds American Inc. agreed to make annual
payments to states in perpetuity to resolve liabilities for
health-care costs. Some states and cities borrowed against the
payments, which are based on cigarette shipments. </p>
